Taking the Right STEP: An Inclusivity Review of the Draft e-Commerce Policy 2.0

As Pakistan prepares to take its next STEP in digital policy reform, our team at STEP Institute has conducted an internal review of the draft e-Commerce Policy 2.0 — with a focus on inclusivity and equitable access. The review assesses whether the policy meaningfully addresses barriers faced by women-led businesses, rural entrepreneurs, youth, and persons with disabilities in accessing and benefiting from the digital economy. While the draft outlines important goals for digital growth, our findings suggest that stronger inclusion mechanisms and targeted interventions will be essential to ensure this STEP forward leaves no one behind.
